Is exclusive fullscreen better than borderless windowed?

For competitive play, exclusive fullscreen wins — it offers the lowest possible input latency and the best raw frame-rate performance. Borderless windowed mode lets you alt-tab instantly but introduces roughly 1-2 ms of extra input delay. The vast majority of serious competitors stick with exclusive fullscreen.
